The answer
HiPP Stage 2 is HiPP's follow-on formula, labelled from six months in every market, and it comes as 12 packs across four markets and six lines. Under EU law a follow-on formula is a different category from a first milk, with more iron required, and it is optional: HiPP says moving on is possible rather than necessary, and the NHS says a first infant formula serves the whole first year. Only the German Stage 2 carries starch, and Germany sells a no-starch twin beside it.
Key takeaways
- 12 packs carry the number 2, all labelled from six months, and all follow-on formula under EU law.
- Nobody has to switch: HiPP says moving on is possible, not required, and the NHS says a first milk serves the whole first year.
- Only the German Stage 2 has starch; Germany sells a second Stage 2 box without it.

They come in cow's milk, goat's milk and hydrolysed cow's milk, in tins, boxes and bottles, and the milk column says which is which.456 The carbohydrate is the difference a reader can see: only the German Stage 2 carries starch, and Germany sells a second Stage 2 box without it, so that even in the one market with starch a parent can stay lactose only.5
What does Stage 2 mean, and does a baby need it?
Follow-on formula, which is a different legal category from a first milk, and which nobody is required to use.
Regulation (EU) 2016/127 defines follow-on formula as the food for a baby once complementary feeding has begun, and sets its composition in its own annex, with a higher floor for iron than a first milk may carry.1 That is what every pack in the table is, whatever number or name the front prints.
Six months: the only line the law draws

International
- Infant formula: may be the only food, from birth
- Follow-on formula: after six months, beside other food
- Milk for young children: from one year
What changes from Stage 1 to Stage 2?
Less than the number suggests, and the changes are set by the category rather than chosen by HiPP.
The iron goes up, because the follow-on annex requires more than the infant annex allows. On the German boxes four ingredients leave and most minerals rise, and the scoop and the dilution stay the same.5 The comparison sets the two panels side by side, row by row, and the step to Stage 3 is smaller still.
Which Stage 2 should you choose?
Questions parents ask
What is HiPP Stage 2?
HiPP's follow-on formula, the category EU law defines for a baby who has started solids, labelled from six months on every pack that carries the number. 12 packs do, across Germany, the Netherlands, the United Kingdom and the export range, in cow's milk, goat's milk and hydrolysed versions, and every one of them is that category rather than a first milk.
Do I have to switch to Stage 2 at six months?
No. HiPP says moving on is possible but not required, and the NHS says a first infant formula serves the whole first year.
What is different about Stage 2?
More iron, by law: a follow-on formula must carry more than a first milk may, and the German boxes also drop four ingredients that the first milk carries. The comparison page sets the two panels side by side, row by row, and says which of the changes matters.
Which Stage 2 has no starch?
All of them except the ordinary German Stage 2, and Germany sells a second Stage 2 box without starch precisely for parents who want to stay lactose only.
Which HiPP Stage 2 is best?
On the panel they are nearly the same milk, so choose on what actually differs. The Dutch tin is lactose only, in an 800 g tin; the German box adds starch, in a 600 g box, with a no-starch twin the same size; the HA and goat packs are for the reasons those lines exist. If price is equal, the Dutch tin.
Can I buy HiPP Stage 2 in the United States?
The Dutch, German and British Stage 2 packs, from Organic Life Start, our partner retailer, and the sellers this site tracks. All are imported.
Is Stage 2 the same as follow-on milk?
Yes. Follow-on formula is the legal name, in Regulation (EU) 2016/127, for what HiPP numbers 2 and the British tin calls Follow On Milk. The number is HiPP's and the category is the law's, and the pack in the United Kingdom simply prints the category where the German and Dutch packs print the number.
Does Stage 2 help a baby sleep or feel fuller?
Nothing on the packs says so and no trial has tested it. HiPP describes the starch in the German Stage 2 as more filling, which is a manufacturer claim about a manufacturer's product.
Can I mix Stage 1 and Stage 2 in one bottle?
HiPP says not to: its changeover method is bottle by bottle, one Stage 2 feed on the first day and two on the second, never two powders in one bottle. The switching guide sets it out, with the scoop that changes with the pack.

Corrections (1)
- The page had said nine of the Stage 2 packs are cow's milk, one goat's milk and two hydrolysed, with one bottle among them. The records hold eight cow's milk packs, two goat's milk, the German and the Dutch, and two hydrolysed, with two bottles, the German Stage 2 and the British Follow On Milk. The page now points to the milk column of its table, which is built from the records. (before publication)
