The answer
HiPP's goat's milk formulas are organic formulas whose protein comes from goat's milk rather than cow's milk, sold in the Netherlands as Stage 1 and 2 and in Germany as PRE and 2. They are organic and add galacto-oligosaccharides but no lactic culture. Every pack warns that goat's milk proteins are similar to cow's milk proteins, and the NHS says goat's milk formula is not less likely to cause allergies and is not suitable for a baby with a cow's milk allergy.
Key takeaways
- Organic formula made from goat's milk, with no added whey, galacto-oligosaccharides and no lactic culture.
- The Dutch tins rule out a cow's milk protein allergy; the German boxes ask for the pediatrician first, and the NHS says goat's milk formula is not suitable.
- EU law allows goat's milk protein in infant formula, under the same limits as cow's milk protein.
- The German PRE and 2 are close to the Dutch Stage 1 and 2 but not identical: seven rows differ on the first pair and eight on the second, chloride by the most.

In the Netherlands HiPP sells a goat's milk Stage 1 from birth and a Stage 2 from six months, both in organic tins. A Stage 3 tin is no longer on HiPP's Dutch site, though its label still is.17
In Germany HiPP sells a goat's milk PRE from birth and a Stage 2 after six months, in boxes. They are close to the Dutch Stage 1 and Stage 2 without matching them: seven rows differ on the first pair and eight on the second, chloride by the most, and the German boxes print a linoleic acid row and a sugars row the Dutch tins leave out.91028
What is different about goat's milk formula?
The milk. The protein comes from goat's milk and goat's milk powder, with no added whey; the German boxes and the French ingredient list on each Dutch tin call the goat's milk skimmed, the Dutch list does not.29
The packs add galacto-oligosaccharides but no lactic culture, and they are organic, with the EU organic logo.29
What does not change is the sugar: lactose is the only carbohydrate on every goat pack, at the same figure the cow's milk tins print, which has a page of its own.
Is goat's milk formula for a baby with a cow's milk allergy?
No. Every Dutch tin says in bold that its proteins are similar to those of cow's milk and that it must not be used when a cow's milk protein allergy exists or is suspected, and HiPP's site for health professionals says the same.2873
HiPP's German boxes word it more softly. They say the formula contains proteins similar to cow's milk proteins and traces of cow's milk, and that with an existing or suspected cow's milk protein allergy it should be used only after talking to the pediatrician.910
The NHS says goat's milk formula is not less likely to cause allergies than cow's milk formula and is not suitable for a baby with a cow's milk allergy.4
HiPP makes the A2 claim on the packs too, and what it means and what has been tested is a longer answer than a droplet on a box.
Stage 1, 2 or 3?
Stage 1 and the German PRE are the infant formulas, from birth, with a feeding chart by age. Stage 2 is a follow-on formula from six months with twice the iron per 100 ml, and Stage 3 is labelled from the twelfth month, to drink from a cup.287
The NHS says there is no evidence that switching formula does any good or harm, and a first formula can stay the main drink through the first year.4 The Stage 1 to Stage 2 step is measured here, and moving across from a cow's milk formula here.
Questions parents ask
Is HiPP goat's milk formula suitable for a cow's milk allergy?
No. Every Dutch tin says in bold that its proteins are similar to those of cow's milk and that it must not be used when a cow's milk protein allergy exists or is suspected, and the German boxes ask for the pediatrician's agreement first. The NHS says goat's milk formulas are not suitable for a baby with a cow's milk allergy; a diagnosed baby needs a formula the doctor chooses.
Is goat's milk formula easier to digest than cow's milk formula?
HiPP says so on its site for health professionals, citing laboratory studies of how goat's milk casein is digested, but the tins make no such claim. The NHS says goat's milk formula is made to the same nutritional standards as cow's milk formula.
What is A2 goat's milk?
The tins say goat's milk is naturally high in A2 beta-casein, one form of a milk protein; HiPP links it to better tolerability, a claim this site grades as the manufacturer's.
Which HiPP goat's milk formulas are there?
In the Netherlands, Stage 1 from birth and Stage 2 from six months; in Germany, a PRE from birth and a Stage 2 after six months. A Dutch goat Stage 3, labelled from the twelfth month, is no longer on HiPP's Dutch site.
Is HiPP goat's milk formula organic?
Yes. The Dutch tins and German boxes carry the EU organic logo, the Dutch tins also the Dutch EKO mark, and all mark their milks, lactose, oils and galacto-oligosaccharides as organic.
Does HiPP goat's milk formula contain probiotics?
No. It adds galacto-oligosaccharides, a prebiotic, but none of the lactic culture L. fermentum that HiPP adds to its Dutch Bio Combiotik and HA formulas.
Is goat's milk formula safe for babies?
It is made to the rules for infant formula. EU law allows goat's milk protein in infant formula after the European Food Safety Authority found it can be suitable in 2012, when a trial of 200 infants showed growth no different from growth on cow's milk formula.
Can I switch my baby from cow's milk formula to goat's milk formula?
The Stage 1 tin says it can follow any other formula. The NHS says there is no evidence that switching formula does any good or harm, and that if a formula seems to disagree with your baby, you should talk to a midwife or health visitor.
