The answer
HiPP HA Combiotik formulas are made with broken-down (hydrolysed) whey protein: HA PRE and HA 1 from birth and HA 2 after six months in Germany, and HA 1 and HA 2 in the Netherlands. They are not organic, and their packs say they must not be used if a baby has, or may have, a cow's milk protein allergy. ESPGHAN found in 2024 that there is not enough evidence to recommend a hydrolysed formula for preventing allergy, so an HA formula is a choice to make with your pediatrician.
Key takeaways
- Germany sells HA PRE, HA 1 and HA 2, and the Netherlands HA 1 and HA 2, all with hydrolysed whey protein, GOS and L. fermentum.
- The boxes and tins say not to use them if a baby has, or is suspected of having, a cow's milk protein allergy.
- ESPGHAN found in 2024 that there is not enough evidence to recommend a partly or extensively hydrolysed formula for preventing cow's milk allergy.
- EFSA found HiPP's hydrolysed protein nutritionally safe and suitable; its opinion made no finding on allergy.
- Unlike HiPP's Bio Combiotik formulas, the HA formulas are not organic.

What is different about HA formula?
The protein. HA formulas are made with whey protein that has been broken down, hydrolysed, into smaller pieces; the German boxes call it strongly split, and HiPP's site for health professionals calls the formula extensively hydrolysed.23
Like HiPP's Bio Combiotik formulas they add galacto-oligosaccharides and the culture L. fermentum, but they are not organic: no box carries Bio in its name or an EU organic logo.2
Does HA formula help with allergy?
Not for a baby who already has a cow's milk protein allergy. The boxes say they must not be used if a baby has one or is suspected of having one, and the NHS says a diagnosed baby is prescribed a hypoallergenic formula with fully broken-down protein.26
For preventing allergy, the evidence is thin. ESPGHAN found in 2024 that there is not enough evidence to recommend a partly or extensively hydrolysed formula for preventing cow's milk allergy, even where allergy runs in the family, and a Cochrane review of sixteen studies found none in 2018.910 The American Academy of Pediatrics said the same in 2019 and has since retired that report.4
HA PRE, HA 1 or HA 2?
HA PRE and HA 1 are near twins: the same ingredient list, word for word, both from birth with lactose as the only carbohydrate; HA 1 has a little more energy, iron and calcium per 100 ml.28
HA 2 is the follow-on formula, labelled after six months as part of a mixed diet, and HiPP suggests it after breastfeeding or a hydrolysed infant formula.1
The Netherlands has no HA PRE. Its HA 1 and HA 2 come in bigger tins, and on every value this site records they match the German HA 1 and HA 2 per 100 ml, made up with the same scoop and the same water.78
Questions parents ask
What does HA mean on HiPP formula?
It marks HiPP's formulas made with hydrolysed protein: whey protein broken down into smaller pieces, which HiPP calls strongly split or extensively hydrolysed.
Is HiPP HA formula for a baby with a cow's milk allergy?
No. The boxes say it must not be used if a baby already has a cow's milk protein allergy or one is suspected. The NHS says a baby diagnosed with a cow's milk allergy is prescribed a hypoallergenic formula with fully broken-down protein by a GP.
Does HiPP HA formula prevent allergies?
The evidence does not show that it does. ESPGHAN found in 2024 that there is not enough evidence to recommend a partly or extensively hydrolysed formula for preventing cow's milk allergy, and a Cochrane review of sixteen studies found none in 2018. HiPP makes its own claims for the formula; this site grades them as manufacturer claims. Talk to your pediatrician if allergy runs in your family.
Is HiPP HA formula organic?
No. None of the German HA boxes or Dutch HA tins carries Bio in its name or an EU organic logo, unlike HiPP's Bio Combiotik formulas.
What is the difference between HA PRE and HA 1?
Very little. The ingredient lists match word for word and both are labelled from birth with lactose as the only carbohydrate; per 100 ml HA 1 has a little more energy, iron and calcium, and a slightly heavier scoop.
Is HiPP HA formula safe?
It is sold as infant formula under EU rules, and in 2022 the European Food Safety Authority found HiPP's hydrolysed whey protein a nutritionally safe and suitable protein source for infant and follow-on formula: babies on it grew as well as babies on intact cow's milk protein. That opinion was about nutrition, not allergy.
How do you prepare HiPP HA formula?
The same way as HiPP's other German formulas: boil fresh water and cool it to 40 to 50 °C, add one level scoop for every 30 ml, shake, and cool it to drinking temperature. The boxes print no special step, and each box's scoop is the one to use.
Is there HA formula in the Netherlands?
Yes. HiPP's Dutch site lists HA 1 Combiotik from birth and HA 2 Combiotik from six months, in 800 g tins printed in Dutch and French. On every value this site records, they match the German HA 1 and HA 2 per 100 ml.
