## The answer

Facts only: this site tracks no sellers or prices in India.

HiPP does not supply India itself: its own list of the countries it sells in has no Indian entry, so any HiPP formula on sale here was imported by someone else, and this site tracks no seller that ships to India. Formula you bring in for your own baby is outside FSSAI's import rules if you declare it, within your customs allowance. Formula sold in Indian shops needs an Indian label, and Indian law forbids advertising or promoting it.

## Key takeaways

- HiPP lists 21 countries it supplies in Asia and India is not one of them, so every HiPP pack here was imported by someone other than HiPP.
- Food you bring in for your own use is outside FSSAI's import regulations, within the value customs allows, if you sign a Form 7 declaration.
- Goods imported for personal use pay 10 % customs duty since 1 April 2026, the social welfare surcharge, and 18 % IGST.
- Formula sold in Indian shops must say MOTHER'S MILK IS BEST FOR YOUR BABY on the front and carry its importer's name and FSSAI licence number.
- India's Infant Milk Substitutes Act bans advertising and promoting formula for babies up to two, online included, which is why this page names no seller.

## Is HiPP formula sold in India?

Not by HiPP. HiPP lists the countries it supplies on its own website, by region, and its Asian list runs to 21 countries, from Armenia to Vietnam, without India. (Source 1) Its contact page names only its German sales company, distribution enquiries included. (Source 2)

So HiPP formula on sale in India was imported by someone other than HiPP, and HiPP names nobody here to answer questions about a pack. This site tracks no seller that ships to India either, which is why this page lists no sellers and gives no prices.

Evidence · Manufacturer claim

The list of countries is HiPP's own statement of where it supplies, read on 29 September 2026. It says nothing about why a country is absent. (Source 1)

## Can you bring HiPP formula into India for your own baby?

Yes. FSSAI's import regulations do not apply to food a person brings in for their own use, provided its value is within what customs allows, and the person signs a declaration on Form 7 that it is for personal consumption and will not be sold. (Source 3)

In your luggage, the limit is a value, not a weight. The Baggage Rules, in force since 2 February 2026 in place of the rules of 2016, let a resident arriving other than by land bring articles worth up to ₹75,000 free of duty, and a tourist of foreign origin articles worth up to ₹25,000. (Source 4)

By post or courier, formula for your own baby pays duty and tax as a personal import, as the next section sets out. Sending it as a gift does not avoid that: goods sent through post or courier as gifts are prohibited except life-saving medicines and rakhi, though a gift may come in on payment of the full duties. (Source 5)

Evidence · Regulation

The personal-use exclusion is regulation 7 of the Food Safety and Standards (Import) Regulations, 2017, in FSSAI's compilation of 6 November 2025; the allowances are the Baggage Rules, 2026, notified on 1 February 2026. (Source 3) (Source 4)

## What duty and tax do you pay?

On a parcel for your own use, customs charges duty under heading 9804, which covers dutiable goods imported for personal use. That duty is 10 % since 1 April 2026, down from 20 %, and the social welfare surcharge is levied on those goods from the same day. (Source 6)

IGST comes on top. The GST Council cut its rate for dutiable articles intended for personal use from 28 % to 18 %, with effect from 22 September 2025. (Source 7)

Formula bought in an Indian shop pays GST instead, and that rate fell on the same day: heading 1901, where infant formula is classified, went from 18 % to 5 %. (Source 7)

Evidence · Regulation

The duty is the Union Budget's for 2026-27, from its annexure on customs; the IGST and GST rates are the GST Council's recommendations of its 56th meeting, announced on 3 September 2025. No official source we could read states a combined rate for a parcel, so this page gives none. (Source 6) (Source 7)

## What does Indian law require of formula sold here?

Formula sold in India must meet FSSAI's Foods for Infant Nutrition Regulations, 2020. The label must say MOTHER'S MILK IS BEST FOR YOUR BABY on the front of the pack, in capitals no smaller than five millimetres, may carry no picture of an infant or a woman, and must warn that boiled and cooled water be used and any leftover discarded. (Source 8)

The Infant Milk Substitutes Act puts a heading over those statements, the words IMPORTANT NOTICE, which its rules require in English with their Hindi equivalent in Devanagari. (Source 10) (Source 11) The label's other particulars must be in English or Hindi. (Source 9)

A pack imported for sale also names its importer: the label must carry the importer's name and complete address, the FSSAI logo and licence number, and the country of origin, and the importer needs an FSSAI import licence and an Import-Export Code. (Source 9) (Source 3)

The regulations allow L(+) lactic acid producing bacteria in infant formula only with FSSAI's prior approval. (Source 8) A pack you bring in for your own baby is outside all of this, so it arrives with the label of the country it was made for. (Source 3)

Evidence · Regulation

The label rules are FSSAI's own compilations of its regulations, the Foods for Infant Nutrition Regulations as of 4 January 2024 and the Labelling and Display Regulations as of 9 September 2025, and the Act and its rules as published on India Code. (Source 8) (Source 9) (Source 10)

## Why does nobody advertise formula in India?

Because the law forbids it. The Infant Milk Substitutes, Feeding Bottles and Infant Foods Act, 1992, prohibits anyone from advertising infant milk substitutes or taking part in their promotion, and from giving the impression that formula is equivalent to or better than mother's milk. (Source 10)

Its reach is wide. Since an amendment that took effect on 1 January 2004, an infant milk substitute is any food marketed as a replacement for mother's milk for a child up to two years old, and an advertisement includes electronic transmission. (Source 10) (Source 13)

Breaking those rules is an offence punishable with up to three years in prison, a fine of up to ₹5,000, or both. (Source 10) In 2020 FSSAI told food businesses, e-commerce platforms included, to follow the Act in letter and spirit and to desist from surrogate promotions. (Source 12)

That is why this page names no seller and links to no shop in India.

Evidence · Regulation

The Act is quoted from India Code, the government's register of central laws; the direction to e-commerce platforms is FSSAI's advisory of 8 September 2020. (Source 10) (Source 12)

## Which HiPP version would you be buying?

No HiPP pack is made for India, so whatever you buy was made for another country's shelves, with that country's names, stage numbers and label language. The Dutch and German ranges number their stages, while the UK names its formulas; the [comparison of the Dutch, German and UK versions](https://milkatlas.com/compare/hipp-dutch-vs-german-vs-uk/) sets out how their recipes differ.

The water it asks for is its own as well. FSSAI's label warning asks for boiled and cooled water and names no temperature, HiPP's packs give a temperature of their own, and the WHO advises water no cooler than 70 °C; the [guide to HiPP's water temperature](https://milkatlas.com/guides/preparation/hipp-water-temperature/) sets the positions side by side, and your pediatrician can tell you which to follow. (Source 8) (Source 14)

Our view

If you can choose, choose the UK version: its label is in English, one of the two languages Indian law asks of a formula label, so you can read the directions yourself at every feed.

## Questions parents ask

### Is HiPP formula available in India?

Not from HiPP itself. Its list of the countries it supplies has no Indian entry, so HiPP formula on sale in India was imported by someone other than HiPP. This site tracks no seller that ships to India, so it lists none and shows no Indian prices.

### Can I order HiPP formula from Europe for my baby in India?

Yes, for your own baby: FSSAI's import regulations do not apply to food for personal use within the value customs allows, declared on Form 7. The parcel still pays duty and tax.

### How much HiPP formula can I bring into India in my luggage?

The rules set a value, not a weight. Under the Baggage Rules in force since 2 February 2026, a resident arriving by air or sea may bring articles worth up to ₹75,000 free of duty, and a tourist of foreign origin up to ₹25,000. Formula counts toward that allowance, and FSSAI exempts food for personal use only within what customs allows.

### What duty do I pay on HiPP formula posted to India?

Goods imported for personal use pay customs duty at 10 %, down from 20 % on 1 April 2026, with the social welfare surcharge on top, and IGST at 18 %, down from 28 % on 22 September 2025. No official source we could read gives the combined figure.

### Can a relative send me HiPP formula as a gift?

Not free of duty. Gifts by post or courier are prohibited, except life-saving medicines and rakhi, unless the full duties are paid.

### What GST do you pay on formula bought in India?

5 %, since 22 September 2025, when the GST Council moved heading 1901, where infant formula is classified, down from 18 %. That is the rate on formula sold in Indian shops.

### Is imported HiPP legal to sell in Indian shops?

Only with an Indian label and a licensed importer. The pack must carry the importer's name and address, FSSAI's logo and the importer's licence number, the country of origin, and the notice that mother's milk is best for your baby, in capitals on the front.

### Why does this site list no seller in India?

Because India's Infant Milk Substitutes Act forbids advertising or promoting formula for babies up to two years old, and it counts electronic transmission as advertising. None of the sellers this site tracks ships to India either.

### Which language is a HiPP label in?

The language of the country it was made for: German on a German box, Dutch and French on a Dutch tin, English on a UK tin. Formula sold in Indian shops must be labelled in English or Hindi, and must add IMPORTANT NOTICE in both, so a pack you bring in yourself carries none of the Indian statements.

### What water does an Indian formula label ask for?

Boiled and cooled water, in a warning FSSAI prescribes, without a temperature. HiPP's packs give one of their own, and the WHO says no cooler than 70 °C.
